they write a manifesto, which the party then confiscates and basically re-releases verbatim, excluding the author and instead attribuiting it to a fictitious figure. they see it as an effective propaganda tool
and your goal as the jubilist? ...you just want your name on the paper. (and correct pronouns, of course)
